Center of Legal Information and Consultations on the New Legislation on NPOs in Russia The branch of «Charities Aid Foundation» (UK) in Russia (hereinafter — CAF Russia / CAF) with financial support from the John D. and Catherine T. MacArthur Foundation launched a new two-year project «CAF Center of Legal Information and Consultations «Points of growth» to continue the programme «Center of Legal Information and Consultations on the New Legislation on NPOs in Russia» ended in May 2009.
The project focuses on providing information and advice, methodological and technological support to NPOs and other participants of charitable activities; it provides legal support during the economic crisis and in line with the Government initiatives on development of NGOs.
Charitable activities of individuals and organizations, as well as volunteering are the prior areas of social and youth policy in accordance with the “Concept of long-term social and economic development of the Russian Federation by 2020” approved by the RF Government on November 17, 2008. There are a number of steps providing active cooperation of the authorities and NGOs:
- increasing the volume of donations from individuals and organizations (particularly from individuals);
- increasing the information and consulting support for charitable activities
- further improvement of legislation in this area.
The following activities are conducted under the project:
- legal consultations (both face-to-face and by phone/e-mail) on the issues of NPOs.
- writing reviews and articles on the new NPO legislation;
- distribution of materials and information on CAF’s activity, including electronic newsletters;
- studying foreign experience of legal regulation of NPO activities;
- participating in discussions on new NPO legislation and enforcement practices at conferences, panel discussions, etc.
